It’s worth noting that a 1976 Defense Intelligence Agency (DIA) report noted that military personnel “exposed to non-thermal microwave radiation were said to have experienced … sleeplessness … for frequencies between 2.05-2.50 GHz.” This was cited by the NAS-NRC committee in its 2020 report on the Havana Syndrome.
