
Phonegate Alert denounces the opinion and report published by the French Health Authority (ANSES) in November 2025 on the carcinogenicity of radiofrequency (RF) waves as being the result of compromised expertise characterized by structural conflicts of interest and biased methodology favoring inaction and serving only the interests of the telecommunications industry.
Since 2022, after documenting massive compromises in ANSES/WHO expertise, we have suspended our participation in the Radiofrequency and Health Dialogue Committee of the ANSES, pursued ongoing litigation against ANSES‘s public consultation and 5G report, and refused to participate in the consultation on this report. Three years later, our worst fears are confirmed: a coordinated offensive to normalize the absence of protection.
ANSES’s Capitulation in Three Movements
A Compromised Study at the Heart of the Report
The 2025 opinion heavily relies on the MOBI-Kids study to conclude there is no risk for children and adolescents. Yet Phonegate Alert has documented in detail that the MOBI-Kids study is structurally compromised:
- 80% of the team in charge of the exposure protocol (the researchers measuring the critical parameter) work directly or indirectly for Orange Labs, ETRI, or the ISGlobal institute leading the study (foundation financed by telecoms)
- Multiple conflicts of interest omitted in experts’ declarations and not modified despite our requests for corrections
- In-house developed exposure tools by experts from Orange Labs, never reflecting children’s real exposure (with no disclosure to parents about the operator’s role)
- Partially funded by ANSES itself — creating a major institutional conflict of interest
The ANSES deliberately ignores our comprehensive documentation of these compromises. No response. No refutation. Not even a mention.
A Major Political Retreat Toward Inaction
The ANSES conclusion — “it is not possible to conclude on the existence or absence of a carcinogenic effect” — represents a direct retreat:

This retreat occurs while:
- Carcinogenic mechanisms are clearly documented (genotoxicity, oxidative stress, inflammation, immunosuppression)
- Animal studies (NTP, Ramazzini) show “clear” evidence of cardiac schwannomas in rats
- An expert on the panel (Prof. Gérard Ledoigt) expressed a dissenting position, concluding the data should support a “possible” risk
- Data from Santé Publique France confirm a concerning increase in brain cancers, particularly the most severe — glioblastomas — notably in 15-39 year-olds (230% increase)
Clear Conclusion: This report prepares for WHO reclassification in 2026-2027 from 2B (possibly carcinogenic) to 3 (not classifiable). This would be the final stage of normalizing global inaction.
The “Phonegate” Component Buried: Institutionalized Overexposure No Longer Exists
The Phonegate investigation, since 2016, has documented realities that the November 2025 ANSES report clearly dares not confront:
The ANSES itself had recognized this problem in its own reports:
Total silence in 2025. The October report never mentions:
- Systematic SAR non-conformities
- Real exposure measurements by Phonegate Alert
- The presence of software manipulating tests (as in Dieselgate)
- Its own 2016-2019 recommendations
Why this silence? Because acknowledging SAR non-conformities would force the ANSES to account for exposure levels far higher than those used in the studies underlying this report. This would directly contradict the 2025 conclusion of “no established risk.”
ANSES prefers incoherence to political courage.

To our members, partners, and all citizens facing hundreds of “reassuring” articles without contradiction that will pour forth in coming days. We tell you through Dr. Marc Arazi, our president:
” We are not happy to have been proven right. We would have preferred to be proven wrong by robust and independent expertise. We did not get that chance.
