The NGO Phonegate Alert wins a major victory after years of persistence. Via an email dated January 9, 2026, the Director General of the ANFR, Gilles Brégant, has finally announced the publication of non-compliant SAR test reports.
This decision follows a favorable opinion from the CADA (French Commission for Access to Administrative Documents). Dozens of missing reports are now accessible via Open Data. However, some of these documents had been withheld from the public since 2017.
Publication achieved in silence
The ANFR has moved away from opacity without making any public communication. Until now, the agency claimed it could not publish these reports without the manufacturers’ consent. Finally, it yielded under the legal pressure of our NGO. Nevertheless, this release was carried out with total discretion, far from a commitment to true transparency.
A database riddled with errors
The initial examination of the data reveals alarming administrative management. While we expected the registration of 66 devices, the platform displays 118 results. Duplicates, triplicates, and even quadruplicates appear for the same model. Furthermore, many collection dates appear to be incorrect. This chaos makes any search difficult, if not impossible, for citizens.

Analyzing “cheating software”
Obtaining these reports is a crucial step. We will now analyze the terms under which all manufacturers transmit software deactivation keys (proximity sensors, motion sensors, or “time averaging”) to the ANFR. These tools can interfere during compliance tests conducted by accredited laboratories. Similar to Dieselgate, they risk masking real radiation exposure levels during official controls.
Mystery remains surrounding the iPhone 12
Our NGO highlights a serious anomaly regarding the iPhone 12. The official retail sample was collected in November 2021. A compliant “body” SAR report was issued as early as December 2021. However, the non-compliant “limb” SAR report is dated August 2023 (see screenshot). Why did the ANFR wait two years to perform the test, or is there an earlier report still being hidden?
