International EMF Alliance Submits Evidence to US HHS: International Research and Scientific Perspectives on RF-EMF Exposure
21 October 2026
The Radiation Research Trust (RRT) is pleased to announce that a further submission concerning radiofrequency electromagnetic fields (RF-EMF), electromagnetic field exposure and human health has been received by the US Department of Health and Human Services (HHS).
The latest submission was made on behalf of the International EMF Alliance (IEMFA) by Eileen O’Connor, Co-founder of IEMFA and Board Member. It responds to the HHS Request for Information on Electromagnetic Fields, Radiofrequency Radiation and Wireless Radiation Exposure, under Docket HHS-OASH-2026-0397.

International scientific collaboration and research
The IEMFA submission calls on HHS to consider the breadth of international scientific literature, assess the quality and limitations of the available evidence, identify research gaps and examine whether current exposure guidelines adequately address real-world conditions, long-term exposure and the protection of children.
It highlights the importance of independent scientific research, international collaboration and a precautionary, evidence-informed approach to public-health protection.
The submission draws attention to the historical contribution of the Seletun Statement, international scientific discussions involving researchers from different countries, and research examining biological responses to electromagnetic fields.
Professor Yuri Grigoriev’s book and concerns about children’s exposure
The submission highlights the work of the late Professor Yuri Grigoriev, a distinguished radiation scientist who contributed to international discussions about non-ionising radiation, exposure standards and public-health protection.
It specifically recommends that HHS examine his book, Frequencies Used in Telecommunications: An Integrated Radiobiological Assessment, which is available to download free of charge through ORSAA:
The submission encourages HHS to examine the book and its scientific references alongside other international publications, with particular attention to the scientific reasoning concerning exposure standards, children and long-term exposure.
It also recommends comparing the scientific foundations of different national approaches to radiofrequency exposure limits, including those historically adopted in Russia.
Professor Grigoriev was particularly concerned about the expanding electromagnetic environment and its implications for children and future generations. His work remains part of the international discussion about the need for independent research and careful evaluation of exposure guidelines.
Dr Oleg Grigoriev’s work and presentations
The IEMFA submission also directs HHS to presentations by Dr Oleg Grigoriev addressing electromagnetic field exposure, health and scientific approaches to exposure assessment.
The resources identified in the submission include:
- Health and EMF Exposure: Protocol for Diagnostics and Therapy – presented in London in January 2010. https://radiationresearch.org/wp-content/uploads/2018/03/20100111_grigoriev_presentation.pdf
- Electromagnetic Pollution and Reaction of the Central Nervous System – presented at the June 2015 Non-Ionising Radiation and Health Concerns Seminar in London https://www.youtube.com/watch?v=82zlghOKN24
These materials are highlighted as resources that may assist HHS in examining different scientific perspectives, national approaches to exposure standards and questions concerning the protection of children.
The Seletun Statement and international cooperation
The submission also refers to the international scientific meeting held in Seletun, Norway, in 2009. The discussions contributed to the publication Scientific Panel on Electromagnetic Field Health Risks: Consensus Points, Recommendations, and Rationales, published in Reviews on Environmental Health in 2010.
https://pubmed.ncbi.nlm.nih.gov/21268443
The submission recommends that HHS review this work, its supporting evidence and subsequent developments in the scientific literature.
It also documents international collaboration, including participation in the 2014 workshop Electromagnetic Fields and Health Effects: From Science to Policy and Public Awareness, jointly organised by the European Commission and the Greek Atomic Energy Commission.
A second submission from the Radiation Research Trust
The IEMFA submission follows the Radiation Research Trust’s own contribution to the HHS review, which has also been received.

Bringing international evidence to the attention of HHS
Together, these submissions reflect continuing efforts by the Radiation Research Trust and the International EMF Alliance to bring international scientific perspectives, research questions and public-health concerns to the attention of decision-makers.
The submissions encourage HHS to examine the available evidence openly and transparently, identify areas where further independent research is needed, and give appropriate consideration to children, long-term exposure and the protection of public health.
Both submissions have been received by HHS. Their receipt confirms that the contributions have reached the department.
In Memory of Professor Yuri Grigoriev: A Final Word on Children and the Future
Words of the late Professor Yuri Grigoriev, whose concerns about the expanding electromagnetic environment, and particularly its implications for children, deserve to remain part of the international discussion.
When asked about the growing proliferation of electromagnetic fields, he said: “Man conquered the Black Plague, but he has created new problems – EMF pollution.”
