The Oukitel WP36 has become the 62nd mobile phone model found to exceed the regulatory limit for specific absorption rate (SAR) in the context of the Phonegate scandal, and the 2nd model from the brand manufactured in China to be implicated in 2025.

The French National Frequency Agency (ANFR) has announced that an exceedance of the regulatory limit for limb SAR (5.40 W/kg) was detected on the Oukitel WP36 during a market surveillance test in France. Read the official ANFR notice (in French)

Continuing lack of transparency in the DATA ANFR database

Despite the official non-compliance notice published on December 22, 2025, the Oukitel WP36 model still does not appear in the public DATA ANFR database dedicated to SAR measurements, which already contains more than 1,150 entries since 2018. Access the DATA ANFR database (in French)

  • No detailed measurement sheet or test report is available to the public, even though these documents are administrative records that the French CADA (Commission on Access to Administrative Documents) has recently reiterated must be made available and published.
  • This new case confirms the serious shortcomings of the ANFR already reported by Phonegate Alert: nearly half of the non-compliant SAR test reports remain missing or inaccessible in the official database, violating the public’s right to information.

Silence in European databases (ICSMS, Safety Gate)

Phonegate Alert also notes that no notification regarding the Oukitel WP36 has been published in the European ICSMS database, which centralizes non-conformities and corrective actions across the Single Market.

  • No specific alert appears in the European product safety systems (such as Safety Gate/RAPEX), even though the ANFR acknowledges a confirmed breach of SAR standards.
  • This lack of notification deprives authorities in other Member States, as well as European consumers, of timely and transparent information on the risks associated with using this phone.

This situation comes in the context of our legal action against the French State, which appears reluctant to end this systemic opacity.

Phonegate Alert calls on ANFR and the European Commission

  • Phonegate Alert demands the immediate and full publication of the Oukitel WP36 test report in the DATA ANFR database, as well as all missing reports for the 62 mobile phones already flagged.
  • The NGO urges the ANFR to notify this new case of non-compliance in the European ICSMS database and, if applicable, in Safety Gate, without delay to ensure all European users are informed.

Advice to users

Phonegate Alert recommends that Oukitel WP36 users avoid carrying the phone directly against the body (in pockets, bras, or on belts) and favor the use of hands-free kits while awaiting full information and corrective actions.

  • This new case confirms that no mobile phone on the market can currently be considered safe for health as long as tests, reports, and SAR exceedances are not fully transparent.
