The DOOGEE X98 has just been officially banned in France after being inspected by the Agence Nationale des Fréquences (ANFR) for fraud on the “member” Specific Absorption Rate (SAR) level of 6.25 W/kg, i.e. over 1.5 times the European regulatory limit set at 4 W/kg. Furthermore, our “real” SAR calculator shows a much higher exposure level of 12.5 W/kg.

This major exceedance exposes users to health-threatening levels of electromagnetic waves, leading to the immediate withdrawal of the model from the French market and a recall of devices already sold. The DOOGEE X98 becomes the 60th model affected by a withdrawal or software update measure since our alert was launched in 2018.

DOOGEE: a multi-recidivist manufacturer

DOOGEE, a Chinese brand that sells some fifteen million smartphones in 160 countries, has distinguished itself in recent years by several breaches of European wave exposure standards. Several of its models, including the N50, S100 Pro, S88 Plus and now the X98, have been withdrawn or updated for deception and exceeding the SAR level presented to the public.https://webgate.ec.europa.eu/single-market-compliance-space/market-surveillance/investigated-products/241200276932?filter=t:1,brand:doogee

ANFR: A worrying lack of transparency

Phonegate Alert is outraged, once again, by the ANFR’s lack of responsiveness and transparency, which has not entered the DOOGEE X98 non-compliance test in its database, even though the report was available in the European ICSMS database as early as December 2024, with a withdrawal request applied in March 2025. This delay of more than six months is unacceptable for the protection of French cons

What to do if you own the DOOGEE X98?

We recommend that all DOOGEE X98 users contact their dealer to find out about return or recall procedures. Distributors are required to withdraw this model from sale and inform their customers in accordance with current regulations.

Our demands to the French and European public authorities

  • ANFR to publish all SAR non-compliance test reports without delay.
  • That the authorities speed up the dissemination of alerts and recalls to guarantee the health safety of users.
  • That consumers be transparently informed of the risks incurred when purchasing smartphones, particularly from recidivist brands such as DOOGEE.
  • That the European authorities make known as soon as possible all the measures taken at European level to have the DOOGEE X98 withdrawn.

For Dr Marc Arazi, President of Phonegate Alert :

Faced with the growing number of infringements by manufacturers of smartphones and connected objects, it is essential to introduce strong sanctions against multi-recidivist manufacturers such as the Chinese company DOOGEE. We call for the introduction of truly dissuasive financial penalties, or even an outright ban on the sale of their smartphones in France and Europe. Only a firm response will effectively protect users’ health and put an end to these unacceptable deceptive practices and the Phonegate industrial and health scandal.”
