Who can object? The answer is ANYONE – here’s more info “All members of the public are entitled to object to all planning applications and most other planning matters. More than one objection can be submitted per household and more than one objection can be made. You don’t have to live locally, although the views of local residents and workers tend to hold the most weight.”
